Weekly Message from Doug Cooper
March 16, 2009
Dear Incumbent Employees:
This is the last message that I will be sending to the BSC incumbent workforce. I want to thank each of you for your hard work and the professionalism that you exhibited while working with the USA Repository Services (USA RS) transition team. Both teams are to be applauded for their efforts. Your efforts have gone far above hard work and professionalism and that speaks to your strong character, which is a quality I admire and personally appreciate. Thank you!
I would like to acknowledge all of the past accomplishments that your team is responsible for, especially the license application submittal. These accomplishments are foundations that allow the USA RS team to go forward delivering excellence in everything we do.
I want to remind you that a staffing event is scheduled for Wednesday and Thursday, March 18-19, 2009. I hope many of you took advantage of the opportunity to apply for open positions with our parent companies and teaming partners. It is our management principle #1: to retain and develop the right people. As of March 12, 2009, a list of 234 job openings was provided to BSC incumbent employees. There were 67 employees who applied for 177 positions. Currently, 100 interviews are in the process of being scheduled.
Also, I am conducting an internal due diligence challenge board this week, with all of my leadership team, to ensure that none of the scope of work being transitioned was overlooked. This will allow the team to implement management principle #2: communicate and reinforce the right picture, management principle #3: implement effective processes and thirdly the USA RS team on April 1, 2009, will be practicing management principle #4: engage and involve the workforce to carry all of the work you started forward in an excellent manner.
I want to wish each of you the very best in your future endeavors.
Sincerely,
Doug Cooper, President and General Manager
USA Repository Services

Dear Incumbent Employees:
As the March 13 USA Repository Services (USA RS) Phase III hiring deadline approaches, we continue to explore the best organizational structure for each functional area. Our goal has been to practice our management principle #1: retain and develop the right people, by maximizing the available funding to hire those individuals that are best suited to accomplish the expanded responsibilities that are occurring in virtually every position.
As of Monday, March 9, all but a couple of employment offers were extended. I anticipate the remaining offers and acceptance of offers to be completed by close of business March 11.
I am very aware of how strained the working environment has been for many of you. It is very difficult knowing that some of your colleagues have received offers while others have not. I’ve tried to be sensitive to those situations, but know that uncertainty can cause anxiety.
USA RS will be having a meeting on Monday, March 16, to review the benefits program with those employees we have hired. Individuals who have accepted employment will receive an invitation to the meeting via email.
On a separate note, candidates selected for an interview for the upcoming USA RS staffing event scheduled for March 18 and 19 will be notified of the date, time, and location of the interview(s) no later than close of business March 16.
During these difficult and uncertain times, as many of you are busy with the “exiting” process, please continue to work safely.
Sincerely,
Doug Cooper, President and General Manager

Dear Incumbent Employees:
In keeping with USA Repository Services’ (USA RS) management principle #1, retain and develop the right people, USA RS will be hosting a staffing event on March 18-19, 2009. Our teaming partners and parent companies will have representatives on-site to interview BSC incumbent employees who have applied and meet the qualifications and requirements of the open positions.
I hope all of you will take advantage of this opportunity to review the vacancy listings of the various companies and apply for those positions which match your qualifications. USA RS would like to provide as many opportunities to incumbent employees as possible.
By way of update, Phase III of the USA RS hiring process is on-going and should be completed by March 13, 2009.
BSC incumbent employees will be receiving an email soon containing all the pertinent details of the staffing event. In the meantime, continue to stay focused on the mission of the Project and stay “True North.”
Sincerely,
Doug Cooper, President and General Manager
USA Repository Services
